This might reflect how little the Capitol cares about the tributes in question and how little money they're willing to waste on their costumes, especially as they're realistically worn only once if they are made to size, only a few districts have good designers and interesting products to turn into clothes, and also, nobody cares about the Districts. Literally nobody. Assume you're going to be dressed super stupidly, like an airplane or something if you're in the district of transport."
TQG lore: "Every single tribute has a costume that gives light, transforms halfway through the parade, or has some deep thoughtful symbolism that has to do with my character specifically that the designer couldn't possibly know about, and is actually super cool and fancy. They will get so many sponsors and are an immediate Capitol favorite."

Canon THG lore: "The replay of the Reapings that the tributes get to see on the train is viewed only once and on a single broadcast. Tributes are likely in shock while watching and won't remember all 22 tributes they see, because that's a lot of tributes. Also, nothing is really known about each tribute's backstory because the Capitol doesn't give a fuck about district people. They're not strictly monitored and the fact that most tributes are complete nobodies to them is the point, as it aids in them being severely dehumanized and easier murdered without anybody feeling bad about this."
TQG lore: "We pull out notebooks for the Reapings and write down every name, because every tribute is important, even when their Reaping is actually very usual for a Reaping. Every little detail is described and written down in the notebook. The mentors know everything about all the other tributes, including that they're an illegitimate bastard, which even their own legal father isn't aware of, and that they stole candy out of a store one time without being caught when they were six."
