The large quantities of explosive chemicals found at the bomb-making lab of the Brussels terrorists represent a breakdown in an elaborate dragnet erected to prevent such chemicals from being used by terrorists.

The threat of another homemade bomb exploding looms large, as officials hunt down Islamic State operatives in Europe connected to the network that attacked Brussels last week and Paris in November.

The discovery of the cache of chemicals at a safe-house in Brussels—as well as materials they used to make at least five bombs—is raising fears that the group has tapped European chemical-supply chains that governments have worked hard to secure after a series of previous bomb attacks in the region.Authorities found 40 gallons of acetone and eight gallons of hydrogen peroxide at an apartment in the Schaerbeek neighborhood of Brussels, where investigators believed the terrorists assembled the massive bombs that tore through the city’s airport and a subway station near the European Union’s headquarters.

Both substances are the subject of regulations that came into force in 2014 aimed at preventing the general public from owning bomb-making chemicals and identifying suspicious transactions.

Shipments of the chemicals are also monitored by customs agencies around the world, to prevent terrorists from evading national regulations by purchasing the chemicals from international suppliers.
