De 16 jarige Zara Catherine Twist heeft de oorlog overleefd. Maar nu staat ze er alleen voor. Ze heeft haar familie verloren in de mislukte revolutie en woont nu alleen in district 3. Ze heeft niks meer om haar best voor te doen en wanneer ze hoort van de hunger games, geeft ze zichzelf op als vrijwilliger. Ze heeft toch niks te verliezen. Tenminste dat denkt ze.
